Combining Double Inverted Breve (361) trouble in html

In trying to encode the characters in HTML
0254, 00F8 ,0361,
(ɔø͡)but
the browser displays something that looks like
0254, 00FC,0300
(ɔǜ)
I am using Arial Unicode MS.

Can anyone tell me what is wrong?
