This plan is for Plane 0 values only, though odds are it could be extended to other planes. Instead of base 16, use base 32. That means the digits are 0, 1, 2, 3, ... 9, A, B, ... V. So each is 5 bits. 3 together is 15 bits. Have 2 (not 1) escape characters and kabam! your 16 bits, in only 4 bytes of URI.
