Yes, it's an Altaic-Turkic (Eastern) language.  If I remember correctly,
Uighur uses Arabic script in China too, and the codepoints necessary should
already be there?

Isn't Uighur a Turkic language? Are there actually characters that are not
already in Unicode? I think you might find that is all in there?
