relation between unicode and font

hi,
What is the relation between unicode and font?
I have visited a telugu website where the values are being stored as
plain english letters in VIEW SOURCE (charset being used is
windows-1252).
but the characters being rendered on the browser are telugu characters.
<font face="Tikkana">A B </font> is being shown as some telugu
characters.

how?????????????????
