It is intentional.

Despite its name, U+2118 is not any old script P, but
the unique symbol for the Weierstrass function.  Note that it is *not*
unified, in Unicode 3.1, with MATHEMATICAL SCRIPT CAPITAL P, which
has its own codepoint U+1D4AB and category Lu.
