Handling UTF-8

Hello to everybody,
i'd like to know if there is any available library which handles UTF-8
strings.
I intend to make a non graphic C++ application interface (under Win
platforms) which takes as input unicode strings, handles them and
communicates with data base by quering it or informing it with UTF-8 format.
Is there anything available that could help me for this?
