Dennis,
It all depend on what you are using for locale support and Uncode services.
Are you using an operating system or a platform independent package like ICU
or Java? ja_JP sets the locale but does not necessarily imply Unicode you
could be using EUC or Shift_JIS instead.
Give us a bit more background.
