I don't know much about Indic scripts, but I can't agree with you that
mono-spaced Arabic fonts are hard to do. I managed to draw a lot of the
characters in Unicode Arabic blocks in a "10x20 bitmap" monospaced font.
That's everything except optional ligatures. That's very readable, and I
have switched my mail reader from the Courier font available with windows
to that. You can take a look yourself:
