Nope, it is neither "tongue" nor "hook". The radical of U+4E82 is number 5
("second").

Notice that radical "hook" bends on the left, while radical "second" bends
on the right.

See in <ftp://ftp.unicode.org/Public/UNIDATA/Unihan.txt>, U+4E71 is the
simplified form of U+4E82:

U+04E71 kDefinition confusion, state of chaos, revolt
        U+04E71 kJapaneseOn RAN
        U+04E71 kMandarin LUAN4
        U+04E71 kTraditionalVariant U+04E82
        U+04E71 kRSKangXi 5.6
        U+04E71 kRSUnicode 5.6

BTW, the Unicode radical of U+4E59 is derived from the Unicode radical of
its traditional form which, in turn, is derived from the radical of the Kang
Xi dictionary:

U+04E82 kDefinition confusion, state of chaos; create chaos,
revolt
        U+04E82 kJapaneseOn RAN RON
        U+04E82 kMandarin LUAN4
        U+04E82 kSimplifiedVariant U+04E71
        U+04E82 kRSKangXi 5.12
        U+04E82 kRSUnicode 5.12
