I think this has been anticipated, I think by some people who proposed UTF-8S.

My opinion, for what it's worth, is that there should be no new formats.   
We have too many of them already, and making more of them solves nothing  
while inflicting more formats on the public, and developers, to implement  
or watch for or understand.
