Dear Stan: Please aware that the definition of UTF-8 changed by unicode.org recently for Unicode 3.1 and you probably want to update the "13. Augmented BNF[9] Syntax for NNTP Commands " section in Internet Draft "Network News Transport Protocol" http://www.ietf.org/internet-drafts/draft-ietf-nntpext-base-13.txt to match it.
