You can use Tavultesoft Keyman 5 (http://www.tavultesoft.com/) to create your own input method that will work with any Unicode-capable app on any Win2000 or NT4 system; it will also work on Win9x/Me in certain applications (MS Publisher 2002, SIL WorldPad, UltraEdit, and also Word 97 or Word 2000 using a free add-on that is also available from Tavultesoft). I believe Keyman 5 has not yet been tested with WinXP.
