Deseret occupies the same code points as Cyrillic, there is
just a difference of one plane between them.  Old Italic and
Gothic are in the same general area as combining diacritics 
in the BMP.

(In other words, character # 1024 in Plane Zero is Cyrillic
Capital Letter IE with Grave and character # 1024 in Plane
One is Deseret Capital Letter Long I.)

So what seems to be happening is that Netscape is stripping
the "0001" from "U+0001xxxx".
