Rick, The most flexible utility in the "keyboard remapper" category bar none is Tavultesoft Keyman. The current version will run on all varieties of 32-bit Windows. It's available at www.tavultesoft.com, and I believe the run-time is free for non-commercial use. To create input methods, you'll need the developer version, which is shareware.
