This is the wrong approach altogether. If we want to be universal, we can't exclude cases on a heuristic basis of "no one is probably going to need this". BTW People will certainly want mixed Han and Latin characters where the problem arises with fullwidth forms to some extent, and people will probably want mixed Cyrillic and Latin domain names as well (one starts seeing mixed scripts in business names, for instance).
