OT for this list, but that's not the first time...

This is a two-part question: 

1) XSLT is certainly able to transform one set of XML tags into another 
(or even convert XML tags into some other flavour of markup). At that 
level, it can certainly do what you are asking.

2) The ability of XSLT *or any other* transduction processor to convert 
one data representation into another depends upon the underlying 
conceptual models of the two. For example, if the source schema conceives 
of a postal address as atomic (an unanalysable entity with no internal 
structure other than text) and the target schema conceives of a postal 
address as a number of distinct entities with particular logical 
relationships between them, then neither XSLT nor any other tool can 
convert the one into the other.
