This is overstating the matter, though. There were a number of people who reported that "äb̈c̈d̈ëf̈g̈ḧïj̈k̈l̈m̈n̈öp̈q̈r̈s̈ẗüv̈ẅẍÿz̈å̈ä̈ö̈" was displayed correctly on their systems when it came up on this mailing list six months ago. It looks fine, if not great, here on a UTF-8 xterm.
