U+0641 is 0xD9 0x81 in UTF-8. 0x81 is a blank character in the Microsoft ANSI codepages. Maybe the program is throwing them all out beforehand. What does the user get instead of ARABIC LETTER FEH? An illegal UTF-8 sequence? It might help to know.
