No, Microsoft Farsi keyboard is different from ISIRI 2901 layout. I can long write articles comparing Persian layouts, mentioning things like "the Microsoft keyboard is missing some very important Persian characters like U+200C, Zero Width Non-Joiner", or "the ISIRI 2901 layout has problems with Hamza" (I have written a complete comparison for Microsoft people), but I guess it's better to save this for a later time. The whole point with ISIRI 2901 is this layout has the benefit of being the national standard of the only country whose official language is Persian. So, at least some experts with experience in different platforms and having different implementations in mind have sit together and created it. It it also a revision of an older standard, which means it has passed some test of time.
