Nope. Can't encode a nonexistent letter. Can encode ANYTHING WE WANT 
anywhere that's free. Them's the rules. Probably we wouldn't violate 
a script boundary, but there's nothing sacred for instance about that 
first space in the Canadian Syllabics block. I'll be delighted to use 
it if necessary.
