EBCDIC code pages have lots of variants.  The most notable is the different
printer control characters.  Many EBCDIC code pages use SI/SO shift
characters.  Characters bracketed by SI/SO are translated differently.  Some
vendors have used alternate SI/SO characters.

Otherwise it is just like any other code page to Unicode translation.

If you do not have the appropriate translation facilities then you can use
ICU.  http://oss.software.ibm.com/icu/
