This initial version has been put together in a rush (it will defiantly contain errors!). It is presented to enable its discussion and speedy submission. A proposal for these letters should have been submitted more than two years ago; when they were first discussed on this list (IMHO). The reason given for not submitting a proposal at that time was that it may take two years for the proposal to get through! Thanks, Andy
