Does Unicode 3.1 take care of all characters of 'Hongkong Supplimentary Character Set - 2001' (HKSCS-2001) ?

I'll like to know whether Unicode 3.1 takes care of all characters of
'Hongkong Supplimentary Character Set - 2001' (HKSCS-2001) ? 

In case they are taken care of is it done using Surrogates_area block ?
