But by no means a simple one, for software. This doesn't really apply at all to open source software and other freeware. And it doesn't always apply to commercial software, for commercial vendors sometimes sell their products at huge discounts in poorer countries (e.g. MS Office and Windows for $40 in Thailand), and they commonly turn a blind eye to widespread open sale of unauthorised copies in countries where enforcement is not worthwhile.
