No, it does not, in the same sense that word level processing does not
work with sequences of preceding space etc characters and alphabetic
charaters, but only with the sequences of alphabetic characters. The
preceding space etc functions as a delimiter but is not considered part
of the word.

sequences (such as non-defective combining sequences) of any semantic
constraints. Normalization effectively ignores combining sequences which
are only a part of the text.
