And because there is consensus in both committees that encoding of the potentially very large number of arbitrary ciphers of Latin letters (and other scripts as well) is *not* appropriate for Unicode.
Attempting to fix an approximate number to the arbitrary ciphers that might be encountered in occult texts, I've consulted Gettings' _Dictionary of Occult, Hermetic and Alchemical Sigils_, which records about 50 Western 'secret scripts' all of which appear to be ciphers of common scripts (Latin, Hebrew or Greek).
