This is the core problem. Legacy Tamil encodings and use see the vowel signs as individual characters. Switching to ISCII or Unicode will break this.
Oh well. Sometimes data can't be migrated reversibly. Think of the thousand years that Unicode *will* be used, rather than the little bit of data generated in the last twenty years.
