Not all of them. Some use AltGr+4 because that position was not
already used for another character. So the AltGr+E is only the
most common key mapping added to existing pre-Euro layouts.

For example the French layout could have used AltGr+1, but this
caused problems on already extended keyboards that map there
an accute accent dead key (needed in French to enter accented
uppercase letters like E WITH ACCUTE, or C WITH CEDILLA, which
do exist in French but are not easily accessible with the
standard French keyboard).

So using AltGr+E caused less problems as this position is
free in all standard and extended French keyboard mappings.

AltGr+4 was used on non-Latin keyboards designed for systems
out of the European Union (where European directives do not
apply), and sometimes on other keys:
Russia? Thailand? Japan?
