why is the German "ess-tsett" (sharp S) given a compatibility decomposition as <s><s> instead of <long-s><s>? What other languages don't assume the <long-s> meaning for the first character of the decomposition?
Have a look at some of Cervantes' and Montaigne's letters. I haven't got them in front of me at the moment, but you will find also in English that the order is not constant even when position is taken into account.
