Additional Consonents in Devnagari

I have a question regarding certain charachers in devnagari unicode pages.

There are additional consonents àà (U+0958) ,àà (U+0959) ,àà(U+095A) , and àà,àà,àà,àà,àà

why separate code points are defined for these?

when such can be formed by combination of   à (U+ 0915) + à (U+093C) = àà
