The only ligatures in that block were included there for backward compatibility with pre-existing industry encoding standards. Otherwise, it is not necessary to encode presentation forms as characters. Adobe included this and other ligatures in their use of the PUA for their own legacy reasons; it has otherwise never been necessary for them to do so in their Pro fonts, and I believe they are moving away from that practice.
