OK, Peter Kirk pointed out a page on the MS site that was supposed to have the Urdu keyboard, but the site got reorganized without the referencing page being updated. You can get the Urdu keyboard for use on Win2K at http://www.microsoft.com/middleeast/arabicdev/Urdu/win2000.asp.
