But by all means, make the proposal to the UTC if fixing this inconsistency seems important and there is some argument to be made for it.
I might add that 'merely' fixing an apparent inconsistency cannot be enough of a rationale for making this change. We would require evidence as to the actual expected behavior.As Ken has noted, we lack any information on what behavior is expected by the users of this character.
