Both of these were in the Unicode 1.0 repertoire, so the
answer lies in the sources of repertoire for that. In
particular, I note:
XCCS 1980: 356/056 Arabic decimal point
356/054 Arabic thousands separating delimiter
These characters were used in the Xerox Star implementation
of Arabic, if I am not mistaken.
