Why are you guys citing the 1999 (!) version of this TR?
It's 2004, Unicode 4.0.1 has been published and we are up to http://www.unicode.org/unicode/standard/reports/tr14/tr14-15.html.
While the text is not vastly different, there's at least one textutal fix in the section cited.
