It may be even simpler than that: U+0427 may have appeared in his message in
UTF-8 because of his mail client.
... or because the web form to which he originally posted his request didn't recognise UTF-8, or because the conversion took place in Magda's forwarding of the message. So maybe the Unicode Consortium's software needs to support Unicode better.
