Maybe on Windows based on newer NT kernels only (NT4, 2000, XP, 2003, ...).
This sentence ("since forever") is not true for 16-bit Windows (WfW 3.11, 3.1,
386 and before) and for Windows 95/98/ME which only assume a single "ANSI" in
NotePad and Write.exe or a single OEM codepage in EDIT (either of these will not
detect the actual encoding used, and do not support UTF-8)...
I can't remember if this was true on NT 3.5 or 3.51, that may have just
supported a 16-bit charset with no support for UTF-8, and probably no
well-defined support for characters out of the few Windows ANSI and OEM
codepages.
