Most probably later rather than sooner. Simply because XML recommands the NFC form and not the NFD form... As well as many other de-jure official standards or de-facto proprietary standards. NFC is still much more often supported than NFD, at least with Latin, Greek and Cyrillic, even if both should be canonically equivalent (it's obvious that for now and for again a long time, they won't be rendered equivalently as they should...). For the long term, a prefered NFC form means that none of the precomposed characters will be deprecated, as well as none of their decomposed constituants.
