UTS #46 is an attempt to combine the useful upgrades which IDNA2008 makes while maintaining compatibility as much as possible. Please see the Introduction (section 1) of UTS #46; also, in section 2 it says: *Symbols and Punctuation. *UTS #46 supports processing of symbols and punctuation during the transitional period. The transition will be smooth: as registries move to IDNA2008 the DNS lookups of IDNs with symbols will simply be refused. At that point, in practice, there is full compatibility with IDNA2008.
