Definitely the madda above the vowel, to take care of Koranic scenarios. For example, some annotation styles of the Koran may commonly include the sequence <WAW, DAMMA, MADDA> to indicate an elongated [u:] sound. There, the madda clearly goes over the damma. Roozbeh
