HTML5-parsers MUST support UTF-8. They do not need to support any other encoding. Pre-HTML5-parsers are not required to support the UTF-8 encoding - or any other particular encoding. But when they do support the UTF-8 encoding, they are, however, not permitted to be 'intolerant' of the BOM. Thus there is nothing special with regard to the UTF-8 BOM and pre-HTML5 HTML. -- Leif H Silli
