Characters that decompose to just combining marks are a nuisance, and cases like this where nothing in the decomposition has canonical combining class 0 doubly so. The Tibetan vowels should have been assigned to canonical combining class 0, but they weren't. If one uses form NFD there is no problem, but some processing comes unstuck if one tries to avoid normalisation. Richard.
