May be because in this document, it is a measurement of time in seconds, and related to the letter T/Tau, rather than G/Gamma. So the idea of the Tyronian Et is not so stupid, even if the glyph used by the printer is higher than expected (and most probably borrowed from another font, possibly using it for the digit 7).
