It's possible that the ruler of Kazakhstan, who is guiding this script change movement, is unaware of modern, proper input methods. Avoiding ambiguity was the reason given for the government's rejection of ASCII-Latin digraphs; it was thought that, for example, English language students might become confused by a phonetic difference between the same digraph as used in English versus Kazakh.
