Wikipedia has this as L'Haÿ-les-Roses (see https://fr.wikipedia.org/wiki/L'Haÿ-les-Roses). It surely would be L'HAŸ-LES-ROSES, and not L'HAŸE-LÈS-ROSES, when capitalized. I of course know of the phenomenon that in French, sometimes the accents on upper-case letters are left out, but I haven't heard of a reverse phenomenon yet.
