I was looking at IPD263a, "Building Source-Code Processors for Icon Programs", and learned about the unmaintained imt program available (presently) at ftp://ftp.cs.arizona.edu/icon/imt/
It was a full-featured "meta-translator" that emitted a meta-procedure. The meta-procedure, when translated and linked to identgen.icn, could parse an Icon program and emit a functionally equivalent program. It was written in C. Has anyone written such a meta-translator program in Icon instead of C, to produce a meta-procedure?
