This problem arises with Gentoo, as well.  What's going on seems to be
that it is simply impossible for a distribution like Gentoo to follow
the FHS strictly.  The FHS assumes conditions that aren't satisfied by
Gentoo.

I've considered making a Gentoo ebuild for Unicon, but that's as far
as I've gotten.  It would go in /usr, however, if I did it.  Because
currently I have it installed without an ebuild, it is in /usr/local.
