Yes, that is what I was asking about.

In theory, there the Microsoft C++ compiler (which is pretty
full-featured) can be configured to produce CLR code.  I don't know how
long ago anyone attempted building Icon or Unicon with the Microsoft
development environment.  That sounds tedious but tractable; I will have
to give that approach more thought.
