Philosophically, I am a pragmatist. So when I say something like "Unicon 
doesn't support GetWindowText() as a bult-in as far as I know", or "I avoid 
adding non-portable proprietary API's to the language", it is not that I am 
happy about not having an easy solution for you. The fact is, a number of 
proprietary Win32 API's were added to Windows Unicon, specifically to support 
the Windows IDE now known as wu.exe but we never planned to add the whole Win32 
API.

To add access to these functions, someone has to go write a bunch of C code, 
either you or me or another internet volunteer, or a student.  It could be done 
either as a few built-ins added to the Win32 proprietary function set, or a set 
of wrapper functions that convert Unicon parameters into C and call the C API 
could be bundled into a shared library and the dynamic C code loader could be 
used to load them into an existing VM. But since almost no one has messed with 
the dynamic C code loader on Windows, that would be an adventure, too.

Sorry that I don't have a quick and easy solution for you.
