You may also have a separate stern light; might be a pole socket on
the stern, or a light in the transom, or a rear-facing light mounted
on the back of the cabin roof. When underway, the forward bulb of the
2-bulb pole plus the stern light, and the red and green lights will be
illuminated. At anchor, the two bulbs in the pole will be lit, and
the others extingushed. You might find two switches at your lower
helm, one for navigation lights, the other for anchor light. You
would only have one or the other in the "on" position at a time.
